| Scott has been an independent consultant to the housing and care sector for more than 10 years. Prior to this he was a Head of ICT & Performance for a Housing Association, Technical Director in an IT managed services and a period in hands on project management in between. His experience extends into financial, risk & change management and he is often to be found offering passionate advice in linking overarching business strategies to service strategies and action plans with corporate performance and risk. Scott has been involved in implementing a wide range of IT systems over many years. | Housing Management Experience
Liam spent over a decade in operational housing management roles at DCH (Devon & Cornwall Housing) and Teign Housing, progressing from allocations adviser through to neighbourhood services manager. Roles included allocations (managing housing waiting lists and CBL schemes across multiple Devon local authorities), neighbourhood management (managing patches of 600-1500 homes), anti-social behaviour, estate management, and business change management during organisational restructures. Software Implementation Experience Liam joined Civica in 2018, initially as Implementation Consultant then Business Analyst, working on Civica Cx implementations for 6+ years. Module lead responsibilities included allocations, voids, CORE data collection, workflow (cases and task paths), EDM integrations, CBL integrations, and Cx mobile. Also developed expertise across the wider Cx platform. Work included delivering customer workshops and training, supporting builds and UAT, bespoke configuration, requirements documentation, supporting sales demonstrations, and working with development teams on product improvements. Following Civica, Liam worked as Product Manager at MRI Software before establishing BCS Consulting in 2025. Qualifications Chartered Institute of Housing - Level 4 Certificate in Housing Practice |
Experienced data and technology specialist with a long track record in the UK Housing sector, working across programming, data analysis, BI development and implementation consultancy. I’ve supported a wide range of Housing Associations and Local Authorities, helping them get control of their data and make better use of their systems. Highly skilled in data cleansing, transformation and reporting, I now work independently as a consultant, partnering with organisations who are migrating to new housing management platforms or looking to strengthen their existing processes through improved integrations, automation and insight‑driven reporting. |
